What it's about
Matthew Desmond follows eight families and two landlords in Milwaukee to show how eviction is not merely a symptom of poverty but a cause of it. Losing housing triggers job loss, school disruption, depression, and further eviction, trapping renters in cycles landlords profit from. The book argues that stable housing should be treated as a precondition for opportunity, not a reward for having already achieved it, and it reframes the American housing crisis as a matter of ordinary business practice, not individual failure.

What’s inside
- 1The Business of the Trailer Park1 min
Landlords in poor neighborhoods are not marginal actors exploiting a broken system on the side; running substandard housing for the poor is a stable, profitable core business.
- 2Rent Eats First1 min
Because rent consumes the majority of a poor tenant's income before anything else, nearly any shock -- a broken-down car, a sick child, a lost shift -- becomes a housing crisis.
- 3Eviction as a Cause, Not Just a Symptom1 min
Losing your home doesn't just result from job loss or crisis -- it independently causes job loss, worse housing, and long-term instability, reversing the usual assumption about which comes first.
- 4Race and the Two North Sides of the Housing Market1 min
Eviction and housing exploitation are not race-neutral outcomes of poverty; landlords and the housing market treat Black tenants, and especially Black women, as more disposable and more exploitable than white tenants in comparable circumstances.
- 5The Moral Economy of Slum Housing1 min
Tenants in substandard housing are not simply victims of neglect; they are locked into relationships with landlords that resemble dependency, where minor favors and selective leniency substitute for actual repairs or fair treatment.
- 6Housing Vouchers and the Limits of Existing Policy1 min
Housing vouchers, the primary federal tool meant to help poor families afford housing, mostly fail in tight low-vacancy markets because landlords can simply refuse to accept them, and few cities require otherwise.
- 7What a Right to Housing Would Change1 min
Desmond argues the only durable fix is treating stable housing as a guaranteed right, funded and structured like a universal voucher program with legal protections, not as a scarce benefit rationed by luck or landlord goodwill.
